To me, it looks like a tub stopper for the drain, it could have been used on a water tank or seed hopper, just an idea

Bathroom sink sized, and would have a (often bead type) chain going to a post affixed to the basin so that it wouldn't go missing. My Grammy's sink had one just like it.
Modern replacements are usually rubber (as we're some of the old ones);

No there are no threads...I have seen rubber stoppers and thought it was shaped like one but never seen one of any type of metal

I didn't know they used to make sink stoppers out of brass either. As far as I know, as long as we've had plumbing, we've had rubber available. It looks like a cap to something. Like a fence post cap.

Yes it is tapered on the outside but not inside. It really is identical shape as what a rubber stopper is shaped like

Maybe from an industrial sink where there might be a problem using a rubber stopper due to chemicals or other caustic liquids?

Maybe nhbenz is correct. I found this one and while not identical, is still brass plated.
