I noticed that 13 too, but thought my old eyes were playing tricks on me. It sure looks like a single 3 on the rusted piece.

It seemed too much of a space. Maybe it didnt stamp or dirt is concealing it.

It says "PATENT DATES INSCRIBED IN BACK OF CLOCK ARE MAY 6 90 (1890) JAN 13 91(1891) DEC 23 90(1890) APRIL 27 97 (1897)"
but I cant see anything.

I have a feeling the patents are for one or more inner working pieces which could have been used on a wide array of different types of watches and clocks. If that's the case, then WHADIFIND's rusted piece may never be connected to a specific watch or clock, which could be one of hundreds to look for. So with that said, I might look around a little more but will likely call it quits and herald Bigcypresshunter as the ID'er of another one. Good job. My hat is off to you. I'm just glad I didn't post the Butter Churn I found that was also patented on May 6, 1890.
