It's a circa 1990s imitation victorian piece. It is cast pot metal with a faux bronze finish. from your image in the listing the insert appears to be a plastic dome covering a magazine clipping or similar quality reprint of an old painting in which the dots from the color halftone printing process are visible even with the naked eye.
