Pewter? spoon- what do the back marks mean??

I think this is a pewter spoon or little laddle.

Can anyone decipher the back marks??

Any guesses to the age?

The word both above and below the eagle seems to be "reproduction". I don't know if the federal eagle and torch were copied from an old maker, or just cool looking marks to have on an old style piece.
-the eagle is similar to that used by Samuel Hamlin, but I suspect he wasn't the only one who used something like it.
