Looks like the "Bottom" lid to a Bank :dontknow:

Threaded on the Outside so it would
fit Flush with the Bottom ?

I'm betting this is a lid to a canning jar.

EDITED: Seeing that it is only about an inch in diameter, it wouldn't be a canning lid. I didn't catch the size at first glance

BigCypressHunter was right on target!

Look at patent 36451 from that date. Its for a lamp that has a new type of chiney (glass) holder. My guess is this is where the flat wick came out of the lamp. It could also be an internal part to the lamp that chaneled the wick.

Update:
More info, look at patent 36493. This is Atwwod's patent for a lamp of the same patent date. See figure 1, at the very bottom of the assembly. After looking at the drawings I realized its the very bottom of the burner assembly where the burner screws into the glass. the wick also protrudes down thru into the fuel. Look at the bottom of burner assemblies and you will see the threaded part at the bottom. See http://www.thelampworks.com/lw_burners_08.htm
