Part of a chatelaine/ Victorian womens accessory?

Hi!

I found this unusual item today....First I thought it was a pocket watch, but it was hollow and inside was a part of the outside decoration and appears to be made of glass. Best way I can describe it. Is it part of a chatelaine which was worn by Victorian women to hold things by a chain from the waist? I tried to open it but it seems to be sealed. Is there a way to open it without damaging it?

Maybe there is a lock of hair from her loved one inside.
