I'd say it broke and was repaired like that, or was intentionally modified. I've found plenty of axe heads when are missing their backs, probably the result of being used as a splitting wedge. I can't imagine what purpose hafting it like that could serve.
 

Help with information? I can’t find anything like this. Guessing it’s forged steel by blacksmith. Unusual open butt design with forged pins.
Looks very old. My guess is that it was broken, or rusted out, and repair or replacement were not available alternatives. Made do with pins.
 

Can you make out any details on the touch mark?
