My guess it's a hanging planter. I see things like it searching (Chinese champleve cloisonne enameled bronze). I just can't find anything definite to what you have. It does look old.

My thoughts is an incense burner. My mind first went to the ones priest swing in catholic churches. But I have seen this style of enameling on Asian pieces. The enamel is usually lower quality with a pock like texture vs smooth even application seen in higher quality items. Let me see what images I can find.

Oh, and just because I called it lower quality enamel work does not reflect value. I know that antique Chinese pieces have similar appearance and can be worth a small fortune if authentic.
