Several interesting clues in this photo. The 46 star flag was only recognized for a very short time. Another clue is the iron tripod winch gizmo holding what appears to be a cut stone.
 

Good eye , I din't notice the tripod thing . I was too busy looking at faces .
 

It looks like a dedication or memorial ceremony for a fort. The stonework is old, the platforms and building materials are new. Also, what are those columns in the background, top left? Front of a building?

Good guess here. I wonder if they are setting the cornerstone for a new building of some sort. Maybe they are Masons?

I started thinking .....bridge dedication ....It could be a stone arch bridge being built ....it kind of looks wood beneath those stone arches ....they would take the wood away later . Just a thought
 

These photos remind me of the Filipino Revolution or the aftermath of the revolution in the time of Andrés Bonifacio)) I know several facts that these events reminded me of. The first is the use of a rope to lift the rubble in the port. The second is the flag of the united forces. I recently read a good article https://phdessay.com/free-essays-on/andres-bonifacio/ about the first uprisings and got interested in these pictures. Can you throw off original photos from this article?
