It is odd she does not have a porcelain dress on. It does not look possible to even have ever had a fabric dress on her because her arms are closed at her body. Pretty find. Mary ann

It looks like one of the "penny dolls" from the early 1900's. Many of them were made in Germany. Later on, similar dolls were also made in Japan.

(Note: you may hear some people call them "frozen Charlotte" dolls because of their rigid, one-piece construction, lacking movable limbs; however, that term really applies to a slightly earlier and larger type of doll,)

Thats a real nice one I found one several years ago in the Kanakakee riverexcept mine has black hair and pink cheeks. I am not sure to why they came about or what they are all I do know is they sure are interesting. Mine does not show it clothed either. Is this one numbered? On the back of mine is the # 8
