You already said it. It's an "old belt plate" Not sure how anyone can possibly put a definate ID on one that is completely smooth and looks like it was made that way but some of the folks on here do amaze me with their knowlege. I have seen some modern ones (not military) that were leather covered with designs stamped or carved on the leather. Could it be something like that and the leather has rotted away long ago ?

This looks like one of the Civil War plates commonly called 'sheet brass buckle' or 'clipped corners,' but some were rectangular without clipped corners. They were used by the CSA, especially in the VA & NC area. I 'think' they were made by Brookes Brothers, but will check my references and let you know. The one I found had been drilled to use as 'whatever?' The hook on the back of yours may be questionable.
