Interesting Scissors... What is the size / width of the strip it cuts... (I think) a standard size for lace is 3mm and upwards.

Used 'em on a larger-scale in the sheetmetal trade, they were handy for cutting round pipe. They called them center-cuts.

They are lead or copper foil glass pattern shears depending on the width of the center piece that is cut out. Lead glass allow 1/16th of an inch gap and copper foil allows 1/32nd of an inch gap between the pieces of glass to allow insertion of the lead or copper foil.
Tiffany lamps used the copper foil method; traditional window panes used lead between the pieces of glass.

Mackaydon is correct. I used to make stained glass and used scissors just like that to cut the pattern.
