Perhaps a tool to pry off a sewer or water main cap?

Looks like the lower part of a tool that could pry, grab and slide around the outer edge of a sewer, main water or utilities access line.

Without the long handle and or socket I's call it a "shackle key"

So . . . a remote shackle key?

Possibly used to open and close an overhead gas valve, maybe?

I give up!!! Looks like a special tool, made or cobbled (forge and tooling marks) for a special propose; maybe an old piece of farm equipment. I’d be interested to see if anyone can find a photograph of an exact replica.

Found this picture of a tool that is similiar to what Ocean-Oso is referring to with the tack puller reply. the tack/nail puller end, but with a different tool on one end.
