✅ SOLVED Odd brass thing

This thing is about the size of a US quarter. The center part with the two holes and the washer part beneath it both came out of the same hole and fit perfectly together so I presume they belong together. It looks like the two holes were always this close together, not due to corrosion, It seems to be brass or possibly copper. The holes are about the size of a pea (1/4 inch diameter or so). Found at an 1890'd home site.

Any thoughts?
