I would have two guesses.

1. A mold for something, as the bottom has that 7 sided shape.

2. A holder for something. Same reason. Bottom has a specific shape, maybe to fit into something.

Fishing Rod Handle ?

How about a plug cutter. The solid end would be for striking with a mallet (possibly a wood one) and the open end would be placed on material maybe that of leather. When stiked the slit would be for the material to exit.
Just a guess, but reminds me of a leather workers tool.

As in my last post here is why I think it is a leather hole punch. In your photo I can't tell if the end with the hole is beveled to allow for the cut. Just 3 different photo's from old to new. Look on...

looking at it ,it seems like the hole under the loop or eyelet was wore in with a rope or leather ,, very thin and sharp around the hole,, maybe some part of horse tack???

Don't think it is a flag carrier, as from what I remember most of the ones that I had seen were made of leather.
I like this forum as it definitely gets us to thinking and coming up with a whole mess of ideas.

The object has 8 sides on one end, must be a reason for going to that trouble and expense, suggest it is inserted into something. Open end doesn't appear sharp for cutting anything. I don't believe that the handle would be positioned so low if it was struck with another object. Maybe key of some kind.

Doc
I really don't think a key as it would be very easy to duplicate and unlock what was to be safe-guarded. I do believe it to be some sort of Punch type device though. The handle on the side would definitely eliminate smacking one's hand with a mallet. Just my 2 cents.

Not a hole punch of any kind. The hole walls are to shallow by the handle and edges are rounded, it appears.
Could it be a handle for some type of civilian or military stretcher or item conveyance??? Thats something that comes to mind...
A wooden pole or metal one would have been inserted into it...

you are right in the hole is too shallow by the handle, but that doesn't mean that it hasn't been re-sharpened many, many times. I would almost go with the leather punch idea except that I would think that the exit hole would be away from the handle, not under it. Is the shaped end solid? or does the hole extend into the shaped end?

postfatal,, it is hollow all the way up into the small end,, i do agree that the 8 sided end would go into someting,,it is tapered,, and possibly a pipe or dowel went into the open end,,, but i think the best clue is that the hole under the handle or eyelet i call it,, was not made that way ,,but worn from rope or leather,,something did some serious rubbing to make that hole...

Going off of what Gypsy said. Could it have been used to carry a flag while on a horse. Strapped to the boot or somewhere else? Just throwing out ideas.

That is a good one. I was thinking of a Flag carrier that would have been harnessed around a persons neck and shoulder area and did not give it any thought as to a carrier on horseback.
Opens up a whole new way of thinking. Gonna look into this a bit.

1. I said for carrying on a horse.
2. I never said anything about soldiers.
3. I was thinking of what they might use to carry flags in parades or such.
4. I really don't appreciate your rude comments. A simple I don't think that is it would be sufficient.
5. I was just throwing out ideas, Never once said I had pics. PLEASE READ BEFORE RESPONDING.

Here is a flag carrier that would have been used for Horseback presentation although it is a more modern style. My thinking is that in the days of the old west leather was pretty much a part of every day life and it served many uses.
