Scales marked 'Cow Testing Only' were used only in Canada for weighing the milk of dairy cows in order to cull the herd of less productive cows. They were made by several different companies including, but not limited to Ketchum, Chatillon and Sargent & Co. with capacities of 30, 40 or 50 pounds.

Good info on the scale! The badge was possibly dated to around 1917 (thanks DC Matt).
