The moment I dug up this little blighter deep down on pasture I just knew it had antiquity to it. I just wasn't certain what it was though.
Anyway after researching I believe I've identified it.
But I'll leave it to you fine folks - who I have to say are collectively quite enclyclopedic with this stuff I notice - to see if anyone else concurs...

How about a fishing sinker. Tie the line around it ?

I see why you might think that. You can obviously see that material has been tied in the middle and has caused wear but no I'm pretty sure its not a fishing weight, those two cupped grooves would be unnecessary for such a use.

Because of there size they would be able to tie the line in the center and the large spots would help hold the line on . This is just a guess .
