✅ SOLVED Need help with this item. What is it?

I found this in the Salt River here in Az. yesterday and I have no idea what it is. Any help would be appreciated. It is a brass ro d about 12inches long with the thing on top that looks like a scithe. It has small stones on it. Thank you

Any ID marks on the reverse? Could be something modern from the Wicca religion. The stones make me think ornamental.

I think you both have it right. It appears to be pretty close to the one on the statue. Does it have something to do with witchcraft? If it does, my better half said get rid of it!
