you didn't say how big it is or provide something in the pic for size reference, but I'm assuming it is pictured on maybe a bed liner of a truck? My guess is maybe a fire insurance tag that was displayed on the home

So you have a date of 1878, & a place of Allegheny & a serial No. that can only run from 001-999. So that suggests relatively low numbers & probably a yearly cycle of whatever they are recording. Plus attachment points for 2 wood screws. Not sure if this analysis helps someone pin down the use, but I thought I would throw my thoughts out.

I see your point Allegheny is a densely populated area. What would their only be less than 999 of? You know there's an Allegheny Cemetery on the Southside that my great-grandfather was given a plot in by the government because he served in the Civil War. I could swear 1878 was the date that the cemetery opened but I'm not sure and can't get into my ancestry dot-com right now

Perhaps a temporary marker with the plot number and date of death? And then when the family could finally afford a headstone they took the marker home to Westmoreland County Maybe?
