Not sure if the size lines up, but looks like the pice that connects to the belt on a 2 piece buckle

Your find appears to be an 1840s-50s Militia or Patriotic 2-piece "Tongue-&-Wreath" belt buckle. I do not think it is US Military issue, because in the photos it looks like it is made of thin stamped-brass, not the Military-grade solid-cast brass.

This type was particularly popular during the California Gold Rush, where many have been found in Prospector camps. Sometimes the emblem on the tongue was a "patriotic" eagle, and sometimes just a farm scene, such as a sheaf of wheat or cornstalks or a plow. Here are some 1850s photos showing obvious Civilians wearing this type of stamped-brass buckle. A tip of my old grey kepi goes to CCHunter as the original poster of the photos.
