Sorry to have to say, but that particular version is not believed to date back nearly as far as the civil war era.
1- There was no Military-issue brass gag-swivel chain (which is horse-harness gear). (None are seen in currently-known civil war horse photos.) It is a Civilian item.
2- You can buy one which is identical to yours today at horesgear shops and online. Here's a photo of the identical one at LeatherWorks.

I'll also include a scan from the Pierson & Hough 1907 mail-order catalog, showing a similar style. We relic-diggers tend to forget that horses were still the main mode of transportation for multi-millions of civilians even 70 years after the end of the civil war.
