Its very interesting,i sure would like to see it cleaned off in stages. But that my attract attention .Could it be a turtle head within or on a larger turtles neck?View attachment 1501216
Maybe someone came along later,and marked it larger,to find it easier .Thank you for your reply, DTTH. I had not identified the smaller carving inside the neck area. It does appear to be a turtle head and neck to me also.

I tend to lean toward natural, however I have no idea how this could have formed naturally. It is at the foot of a steep ridge near an old mine.

Hmmm...perhaps. I am going to have to Bing those possibilities.Possibly fossil worms or crinoid stems
This is the one I was talking about miboje, kinda strange looking bunch, if you get back to the area it would help to have a photo more of the area, unless there's a reason to crop it so close
