Found this chain with a handle and rings through it not far from a flat button! Any ideas? Haven’t researched yet. It’s about 3 feet

It's called a trace chain. Sort of a parking brake for your horse drawn wagon or carriage. You wrap it through the wheel spokes and around part of the frame, then put the bar through the ring. It keeps the wheel from rolling.

Interesting I was thinking it was not that old and a trap tether. What would you estimate date
