The H head stamp was used by Winchester Western, They used that to honor Tyler Henry. It looks like whoever used this cartridge just attempted to fire it twice before discarding it.

Thanks! I'm sure you're right.
Too bad the side view is out of focus, as it would show the one, and only extractor scar (in profile of the entire relic).

From what I was told, that the early HENRY shorts were miss-firing a lot, as this kind of ammo was just starting -
so the hammers of the weapons of the day, were (sometimes) FILED that way - in order to better ignite the round - no good
to have it miss-fired, at the WRONG TIME...!
 

Yup, done that many times myself, if it doesn't fire, try it again. .22 rimfires seem to be prone to bad shells.
 

Primer shift happens a lot with Fed ammo, seen it happen with center fire also
