From my perspective, it almost looks like someone used a propane torch on one side, but I may be wrong-have been before.

while not a professional coin appraiser, but a HUGE coin
collector with a decent amount of knowledge, i would guess
its not worth more than face value. Why? I agree with
Stoney, it appears it happened after it left the mint by
someone doing something to it, not at the mint. And the
more valuable modern mint errors show the date on the coin...
just my 2 cents!
 

I have had quite a bit of experience with errors, and I have to agree with the previous 2 posts. Someone got artistic with the penny after it left the mint.
 

Hmmm strange, looks like someone took a dremel or soem grinder and made a sunburst type pattern on it..
