Military Button ID.

I was vacationing in Argentina near a major river (Río de la Plata), and on the street I found what looks to be a single piece military button. Any ideas on it would be great.

I'm inclined to think its more likely from a civilian boating (fashion) jacket, as the oars and pole boat hooks (shown behind the oval portion) are more in line with small crafts like sailboats, etc.
