Military brass plaque

I found this 2" X 3" brass plate and am wondering what it might be from. Maybe a retirement plaque? Anyone have an Ancestry account (I don't) that can help figure out how to contact this guy or a family member if he's no longer with us? It's just scrap brass to me, but, they may want it. Thanks for your help.
