Metal Tag with lettering and "58" stamped in blue?

Found this tag at a house site today. I thought it may be a part of an old license plate, but the way it is shaped, it looks like it's own item. There is a "H" on the left side, a "58" stamped in the middle in blue, and the numbers "208837" stamped on top. Does anyone have any idea what this is?

I believe your license plate idea was correct. Many states had a date tab that would be attached to a previous years plates. The way they have stickers today.
