I know what this box is, and have the key and bag which should be attached to the box.

It is a device into which bets are placed and secured. Inside is a watch. The key is 16 lever so you are unlikely to pick it.
I believe this was used by bookies at the far side of the race track, before cellphones, and the race would have started or even finished by the time someone on foot had got back with the bets to the hq. If the bag was damaged or the time on the clock did not match, the bet stakes within the bag were invalid.

I came across this site trying to research the device as I was thinking of selling it. If any one is interested, get in touch with me before I list on Ebay.

I will try to upload pics of the inside ( how do you do it?).

Thx for the reply. This is such a specific item I doubt we would have ever figured it out - even if it was open.

Hopefully the OP will come back and mark it solved.

It looks to me like a guard key station placed at points along the guard route. The guard is supposed to be at various location along his route at certain time. When he (or she) is there they place a key in the device and it prints out the time they were there. It is to make sure the guard is checking in at their various checkpoints. Most of these kind of devices were made by clock manufacturers.

Great ID!

I was immedialty thinking of a time-locking mechanism since I was at some point of time a back-up keyholder for one.

But this was money/valuable related.

I believe the Coventry Watch Co. patent only indicated something inside was under the patent...probably the time piece.
