Best thing to do if you want to sell it is stick it on ebay with no reserve and a $1 starting bid. First, research sold auction of star notes and low serial numbers and youll find the best search words to put in the listing title.
As someone else stated above, the dealer that said it wasnt worth over face value is either a cheat or doesnt know anything about collecting currency. That bill would be worth more than face value just with the low serial but adding the star note to it adds even more value.
