This is probably waaaaaay out on a limb, but it looks like a hammered and carved Williams Cleaner bullet. Maybe it's late and my eyes are tired, but it was the first thing that popped into my mind. :) Breezie

It seems too uniform and smooth to hammered or carved. It appears to have been made this way?!?!
