Looks like a lead seal for bag or the like.

Thank you 4-H. I have found a bunch of small one at this site, but assumed they were not worth posting. I may have even tossed them in the junk metal bin. I have to find them. Iv'e never seen or heard of these. How in your opinion is it a good find?
