Lead Cylinder?

Found this lead cylinder at an area I have been finding alot of Civil war related artifacts. It is about 1 1/2" long and 1" wide with a 1/2" hole. It has the same white/brown patina on it that are on alot of my civil war 3 ring bullets. Anyone have an idea of what it is?
