Looks like an old flush arm from a toilet mechanism.

Swartzie, I agree with AU that it has to do with a float and a valve, but not a toilet.
You could evidently choose your pivot point from one of the four holes on the right which would determine the elevation of the long bar.
The tab on the right would have activated an overflow valve (or possibly inlet valve) like a toilet valve operates.
This is steel, so unlike an toilet arm, it was probably mounted well above water level in a cistern, and was contolled by a float .
