Kansas pacific Baggage Tag

I found a Kansas Pacific Railroad (K.P.R.) baggage tag that is brass and flips open to allow something to be placed inside with a round window. The strap then feeds through the top and holds it closed. It is from the late 1800s I think. The back of the tag states Graves Patent. Can anyone tell me what a Graves Patent is?

Picture is a little better thanks. Does it have a patent date on the back?

All it says on the back is Graves Patent 1878.
