If you turn it the opposite way of te picture, it appears to be one of those ribbon thingies that became popular after 9-11. I guess you could wear it on a chain by sliding the chain through the hole in the ribbon as I don't see a chain loop.

If it's not hallmarked, it probably isn't worth more than a few bucks as it is probably plated gold.

The chain loop is under the ribbons. It appears to be well made. However, the ribbon is upside down and i do't know why
