Jefferson Nickel 5 Full Step？

Hey guys, just find two Jefferson Nickels, one is 1993 S, another one is 1961, it looks like PF too, because it reflects like a mirror, but it don't have a S mint mark. Both of them looks like have 5 Five Steps. But I am not sure. So please if you have any information, please comment below. I would appreciate.
