Jamaica and UNESCO

I have just received word that the Pedro Bank (Jamaica) is no longer on the table due to an agreement between UNESCO and Jamaica. Does anyone have any verification of this? It seems as if the entire Caribbean will soon be lost to private shipwreck explorers.
