I agree with TYM, it appears to be a modern token, somewhat similar to the Shell Oil Company giveaways in the late 60s-early 70s.
 

It's a type of commemorative token from around the 1960s - they made those to commemorate the presidents - there was a whole set of them - I don't know if gas stations gave them away or if you sent like box tops in to get one of ea. but it was something like that.
