Is this solid sterling “thing” a high banker?

Ok, so I guess I am going to win for most random post, but I can’t figure out what the heck this thing is…. When I found it, I immediately thought high banker sluice and bought it. Now I am having doubts because I can’t find a similar real life representation. Made my Medusa oro, solid Sterling silver. They evidently made miniatures of trade tools. I have seen dentist chairs for instance.

Looks like the “rocker arm” has spikes, I am guessing for breaking something up?

So how far off base am I? Alternative ideas were printing press or something to separate seeds from cotton.

Its no high banker unless you sit on the front of one, I havent seen anyone do that yet.
Maybe some kind of food slicer, failing that, could be one of the operations before spinning flax.
I remember some YT vid where an old guy first pounded the bundle with a rock and then hit and pulled the flax on a board of nails.
