I can’t find that exact pattern but the Pioneer Suspender Company was based in Philadelphia. Advertisements seem to date from the 1910s through to the 1940s.

They made all kinds of suspenders as well as belts and garters for men, including the Brighton, Dash, Strand and Exeter ’32. Yours has some loose similarity in design to the ‘flat clasp’ used for the ‘Brighton Silk Garter’ (2nd pic above).
