Is this rock a sedimentary rock or metamorphic? It doesn't scratch glass and has alot of clear veining with crystals throughout it. and sugar like Crystallization througout.

Your rock is loaded with silica. I’d call it chert before I’d call it limestone. It likely formed in a limestone deposit. I can definitely see small round donut shaped fossils so you’re on the right track. Limestone that has metamorphosed is marble.after closer examenation it turns out to be a micro fossil limestone

When limestone forms at the bottom of oceans some of it has a lot of silica from Dead Sea creatures with silica shells. Diatoms are radiolaria. The silica tends to gather in nodules. Limestone with chert or flint nodules is called cherty limestone. Sometimes you find limestone with chert attached. The chert can be very pure and crack free or very spotty and only partially formed.
