Don't see any signs of it being a tool.
 

I don't think so. Those guys were very skilled in stone working and you will see pretty plain evidence of a stone being worked. What will confuse you though is quick throwaway tools knocked out in a jiffy, and usually you find these at kill sites where they were butchering. Generally used as cutting tools, and hard to call them artifacts, as they mostly look like flakes or chips, so you have to have other evidence at the site that backs that idea up. However they will show a little intentional flaking.
 

When it's a scraper it usually comes to an edge all the way around it.. kinda sorta close but I don't think so
