Is this a rare error coin or one at all ? 43' steel head penny

Is this a error coin it looks like it has a lot of doubling I'll post more pictures

No, not seeing any errors. Doubling in and of itself really doesn't mean much, there are many types of doubling most of which are not considered errors and add nothing to the coin. The steel used to strike these was much harder on dies than the bronze was, so you'll see a lot of anomalies on steel cents.
 

Typical circulated steel cent....worth maybe $1 on a good day.
 

I don't believe it is a doubling error. The coin looks well circulated, and what usually happens, is the letters and numbers kind of smash down and create a "doubling" look.
 

'steel head' is a rainbow trout on a spawning run. But your cent seems to be the die variety with the SW pointing 3. Fairly rare.
Interesting, do you have any references for this? To my understanding all genuine 1943 cents have the southwest pointing 3, that's one of the identifiers to tell genuine from an altered 1948 or 1945. The date is in the working hub and shouldn't change from die to die.
