Is this a plate to a printing press?

I found this in Central Missouri today. The bottom is lead with a brass on top. As you can see the letters are all backwards. I have included the original picture and also a picture I inverted so you can read it.

Here is some info on Mikado I found.

Mikado,(Japanese for "exalted gate"), the poetical title associated by foreign countries with the sovereign of Japan.

This pencil is still produced by Sanford under the name Mirado. After the bombing of Pearl Harbor, Eagle changed the name of the pencil from Mikado to Mirado.

This will time stamp the item as being made before 1942
