Is this a piece off of a uniform?

I found this piece in an early 1870's army camp. It looks like it was not manufactured with a bend in it, but not sure.
It is 1& 5/16" across the holes. I was hoping one of the civil war hunters could help me out with an id on this one......

Maybe a finger pull on a sash or drawer.

Looks like a tongue from a sash buckle, but not sure if they were ever sewn into clothing or not. Those holes indicate that the piece was sewn on, so that's my hunch as to what it is.
