Is this a buckle?

My first thought was score - I got a buckle here! After looking closer, I'm not so sure. Any thoughts?

Our CW winter camp creek is dried. I found the item about 4-6" deep where the water usually flows and down far enough to hit clay.

Lots of farm equipment finds in the area, along with some good CW stuff and a ton of iron.
