Here is an 1870 patent on lead seals. The only reason Im showing it is because it shows several different types including a type in Fig.4 that you may have or you have the type that Ivan describes which is basically the same.

the type I speak of is shown --fig 4 type dual channel in the 1870 patent called "old form "-- thus its pre 1870 type -- except instead of wire going same way as shown -- use top hole wire hole one way -- the bottom hole the other way ---pull wire tight --then crimp--trim the ends

or use as shown with the loop going around the bale and pulled snug before crimping .

This may be a stab in the dark, but W.S.B could stand for Winston-Salem Burlington. Greensboro, Winston-Salem, and Burlington are all in the same area. Here in North Carolina, people generally tend to group the names of cities that are close, for example: Raleigh, Durham, Chapel Hill are referred to as the Triad. Breezie

Cotton mill industry has long history in the Piedmont Triad area with Greensboro growth based cotton, Winston Salem based tobacco and High Point based furniture. I think Raleigh, Durham, Chapel Hill is referred to as research Triangle area :wink:
