Is there a definitive answer to what this is?

I'm new here, so let me know if I'm posting this question in the correct place and way.
I've seen different thoughts on what this is. Is there a definitive answer? I found it near other CW buckles, relics, etc...
And what might its value be?

The back, with the remnants of the 3 iron pins, would say it was mounted to something, not worn directly like a badge may be. Nice find.

measurements or a picture with a known object such a coin to show the size/scale are very helpful for anyone to give you an ID. Not knowing the size, I'd say it is likely a saddle or horse tack ornament
