It looks like an old "tie off" made out of fencing wire - There are lots of ways to do it, but when you are ready to take it down, we just "clip" them off and start over. We use lots of different methods! ;D

I agree that it is fencing related .. I sorta looks like it is either a tie or a splice made from a t-post clip.

I think the iron is far too heavy for wiring.

Looks like a homemade gate latch to me. The other half would slip through the loop and hook to the sliding part providing a simple locking mechanism.
